Inspector Gadget faced one of the best cartoon villains ever, Dr. Claw. Unfortunately he was ruined by DiC when they released a godawful toy of him.
This is somewhere along the lines of what I feel Dr. Claw should have looked like (if there had ever been need for seeing him).

I think the toy version was also canonized by the Super NES game and a mobile game.
